A 17-year-old local man was arrested early Sunday near Julian Drive and Potter Street after an officer saw him and two juveniles carrying crowbars, police said. Christopher P. Harmen of 464 Jeanne St. was charged with unlawful possession of alcohol by a minor, and the juveniles were charged with curfew violations.
