In listening to all the rhetoric regarding Mr. Clinton’s revised tobacco settlement terms, no one has mentioned the related psycho-social issues as to why teens–or adults, for that matter–smoke, drink, gamble or participate in any other addicting activity. And what about personal responsibility in avoiding participation in such behaviors?

The price tag doesn’t often stop any of us from buying what we think we really want. Perhaps we should look at the bigger picture.
