The city is proposing to build a $9.75 million hydroelectric plant at Carlyle Lake to provide more than one-third of the community’s annual energy needs.
The proposed plant would operate about 200 days a year and would be designed so that it would not interfere with wildlife, recreational or water storage uses of the manmade lake, proponents say.
