The Second Chance Program that gives first-time offenders a chance to perform community service has lagged because work sites have been required to pay increased insurance premiums and name the Village of Bartlett as an additionally insured.

The majority of the work opportunities have been with not-for-profit organizations.

Last week, trustees requested more information before amending the agreement approved in June with Hanover Township.

Police Chief Dan Palmer presented a proposal that would require agencies where first-time offenders work present only a certificate of their insurance.

“The board still has too many questions about not having the village listed as an additional insured,” said Village Administrator Valerie Salmons.
