As police approached a group of men standing near scattered beer bottles in the parking lot of Streamwood Lanes, 1232 E. Irving Park Rd., they alleged that they saw one man throw away a bag of marijuana and that they saw a brass smoking pipe on the hood of a nearby vehicle. Julio E. Rodriguez, 25, of 119 Michael Lane, Apt. B, Addison, faces charges of possession of cannabis and drug paraphernalia, police said.
