The idea of having inmates subsidize the cost of their incarceration has merit, but I believe the lawmakers are going about it the wrong way.
Payments should be based on the inmates’ assets at the time of incarceration, not on any money earned while in prison. This way prisoners cannot just “live off the state” knowing their assets will be available to them when they are released, and inmates who truly wish to learn a trade and get their lives on track will not be penalized for doing so.
The only possible exception would be inmates with dependent children. Money earned in prison should be used to help support their children but not to subsidize the cost of incarceration.
