At the end of the Cold War, the U.S. had the opportunity to end the global threat of nuclear weapons by agreeing, in principle, to the total elimination of all nuclear weapons with strong international monitoring protocols.
Instead, it has refused to kick its nuclear habit and is preparing to develop a whole new generation of nuclear weapons with its funding of the National Ignition Facility. India’s refusal to sign on to the Comprehensive Test Ban Treaty was in large part because of the unwillingness of the U.S. and other nuclear powers to agree to total nuclear disarmament.
The choice before us now is between a nuclear weapons-free world for all or a nuclear free-for-all. There is no secure middle ground.
