The just-released 1998-99 Consumer’s Resource Handbook is about as comprehensive a consumer guide as you will find, and it’s free, compliments of the U.S. General Services Administration. It’s a revised edition of the 1997 handbook of the same name and contains phone numbers, addresses and, in many cases, Web sites for federal and state government offices, consumer organizations, non-profit agencies, trade groups and corporations.

There are three ways to get the handbook: Call 888-878-3256; send your name and address to Consumer Information Center, Pueblo, Colo. 81009; or visit www.pueblo.gsa.gov on the Internet.
