Michael Lillard, 28, of the 3500 block of Marseilles Street, Hazel Crest, was charged Tuesday with the felony theft of $131 in clothing from the J.C. Penney store in Lincoln Mall. Police said Lillard put the store clothing on under his own while in a store changing room.
