A 28-year-old local woman was charged early Wednesday with possession of ammunition without proper registration after a police officer stopped her while she carried a .38-caliber handgun magazine containing six rounds, police said. Della Hines, of the 100 block of Times Square, Elgin, posted bond and was freed pending a Feb. 10 court date, police said. An officer allegedly spotted Hines walking to Bent Street near Villa Street from a wooded area about 3 a.m. Wednesday with a suspicious “square bulky item” in her coat pocket, police said. The officer allegedly was granted permission from Hines for a search and discovered the ammunition, police said.
