The Carpentersville Village Board on Tuesday night voted 5-2 to accept preliminary plans for Silverstone Lake, a 1,016-unit mixed-use residential development, despite reservations about density.

Schaumburg-based Centex Homes wants to build 560 townhouses and 456 apartment units on 164 acres of a former gravel quarry at the northwest corner of Bolz Road and Illinois Highway 25. The village annexed the parcel in 1980. Under the agreement, the land is zoned for R-5 residential use allowing a maximum of 6.2 units per acre.

If not bound by the agreement, Village President Cheryal Callahan and most trustees said they would not approve the density of the Centex plan, which roughly follows that guideline.

“If this was a new annexation agreement, it would be done differently,” said Trustee Ed Regalado. “The reality of it is the property owners have the right to develop that property. This is perhaps not ideally what we want, but the board’s legal duty is to make sure this development conforms to our ordinances.”
