The Wheeling Plan Commission has recommended that the Village Board grant a special-use permit and OK the site plan for a New York Diner restaurant.

Last week’s 5-2 vote reverses the panel’s January recommendation to deny a special-use permit for the proposed restaurant planned for the new Geller Plaza shopping center at West Dundee and North Elmhurst Roads.

Architect Angelo Stamatoukos, representing James Panagakis, who would own the diner, told the commission at an earlier meeting that the main entrance will be at the rear of the building facing the parking lot. The restaurant would occupy 45 percent of the 17,000-square-foot shopping center.

The revised plan calls for small awnings over the restaurant windows and an opaque window at the west side of the building at the kitchen area, among other changes, Village Planner Jeff Harris said.

The recommendation will be presented to the Village Board on April 3.

The commission last week also recommended site plan and appearance approval for a proposed Benihana restaurant at the north end of the parking lot at One Milwaukee Place, a 12.5-acre condominium and commercial development on the northwest corner of Milwaukee Avenue and Dundee Road.

The recommendation for the 8,500-square-foot Japanese restaurant will go before the Village Board at its March 20 meeting.
