Patricia A. Holley, 39, of the 700 block of Villa Street, Elgin, was charged Tuesday night with retail theft and possession of drug paraphernalia, police said. She is accused of stealing five water filters worth a total of $77 from Dominick’s Finer Foods, 2575 W. Golf Rd. During a search, police said they found a metal pipe used for smoking cocaine in her purse. She is to appear in court May 10.
