The Waukegan City Council has approved a proposal to build a 270-unit apartment complex near the southwest corner of Sunset Avenue and Delany Road on the city’s northwest side.

Less than 7 acres of the 74-acre site will be developed, leaving most of the parcel as flood plain and wetlands. Nearly 49 acres were annexed into Waukegan as part of the development deal.

Plans call for nine 30-unit apartment buildings, a clubhouse with a swimming pool and a maintenance facility.

The parcel’s frontage on Delany Road will get 21,200 square feet of commercial space with 15,000-square-foot, 3,200-square-foot and 3,000-square-foot buildings, according to the plans.

Under the annexation agreement, the developer, DAP Venture LLC, will pay the city $500 per apartment unit to be earmarked for the city’s proposed Neighborhood Stabilization Fund.

The fund, which is being debated by a City Council committee, aims to help owners of single-family houses that were divided into apartments return them to their original state.

The fund’s goal is to increase owner occupancy in predominantly single-family neighborhoods.

“This development will be a good fit with the surrounding area,” Ald. Richard Hyde said at Monday’s City Council meeting. The development will be in Hyde’s 8th Ward.
