Children adopted from abroad and other foreign-born children of American parents will receive automatic U.S. citizenship under legislation Congress has passed and sent to President Clinton for his signature.
The bill passed the House last month and the Senate on Thursday. The Clinton administration supports the bill.
It would confer automatic citizenship on all foreign-born children under the age of 18 who were admitted to the U.S. as lawful permanent residents and who are in the legal and physical custody of at least one parent who is a U.S. citizen. The bill would affect an estimated 15,000 foreign-born adopted children annually.
