A former army general allied to Somalia’s new government was shot to death Wednesday in this capital.

Witnesses said four gunmen stopped Gen. Yussuf Tallan Ali and ordered him to get into a car with them. When he refused, they opened fire.

The gunmen ran away after the shooting. It was not clear whether they had planned to murder him or whether it was a botched kidnapping.

Tallan served as a general under Mohamed Siad Barre, the dictator whose overthrow in early 1991 sparked a civil war between rival clans.
