Police on Tuesday charged Solomon T. Baskin, 17, of the 1700 block of Houston Avenue, Joliet, and Michael T. Bass, 17, of the 200 block of Fairbanks Street, Joliet, with possession of alcohol by a minor and having liquor on a public way.
