While helping a woman who was locked out of her car Saturday in a gas station parking lot, police saw what appeared to be a marijuana pipe in the vehicle. Police arrested Jennifer J. Schroeder, 23, of Kenosha, Wis., and charged her with unlawful possession of drug paraphernalia.
