A 22-year-old Chicago man was arrested Tuesday after being accused of leaving Kohl’s, 303 S. Illinois Highway 83, without paying for a coat valued at $74, police said. Lundwin E. Portillo of the 4100 block of North Central Park Avenue was charged with retail theft.
