Serafin Morales-Hernandez, 33, of the 300 block of St. Charles Street was charged Sunday with domestic battery and interfering with the reporting of domestic violence. Police said he punched a female family member, 36, in the back and pulled the telephone cord from the wall when the woman tried to call police.
