Peter V. Pappas, age 81, recently of Williams- town, NJ and previously of Lake Bluff, IL, passed away on May 4, 2002, following an auto collision, preceded in death by his dear wife, Mary; survived by his son, Michael (Gail); his sister, Angeline and her children; his cousins of the Doukas families, Theodora, Elsa, Louis, Eugenia, Aliki, Constance, John, Nicholas and their children and his cousins of the Sideris and Patronas families, here and in Greece; his wife’s 106 year old mother, Kalliope Aretou Avgerin; his nieces, Pam Eidenberg and Niki Gray and their children; his nephews, Dean, Wm. and Christopher and niece, Anne Avgerin. He volunteered for service with the Army of the United States during World War II, was commissioned as a 2nd Lieut. in the Medical Administrative Corps and was honorably discharged (1942-1946). He received a Bachelor of Science Degree from the University of Chicago (1943) and Juris Doctor from the Loyola School of Law (1948) and was admitted to practice law by examination, in Illinois, Ohio and Wisconsin. He was counsel to numerous interstate automobile transporters (1948-1965), initiated and saw to enactment various laws in the then 48 states affecting interstate commerce, reciprocal laws and compacts between the States of the United States and the provinces of Canada, and secured repeal of discriminatory tax measures or exemptions therefrom imposed upon auto transporters. In that capacity, he served on a commission which established the standards for what became the Interstate and Defense Highway system. He served as lead and legislative counsel to Secretaries of State Paul Powell, John Lewis and Michael Howlett (1965-1973), drafted and saw to enactment, the Illinois Vehicle Code codifying and replacing 16 other Acts, various laws affecting the Secretary of State and initiated proposals which became part of the new Illinois Constitution. The Illinois Library Association honored him with a Lifetime Membership for his legislative leadership (1965-1972) in initiating and seeing to enactment 100 or more laws supporting public libraries. The Illinois Professional Firefighters Association honored him with a Lifetime Membership for his legislative leadership in initiating and seeing to enactment pension laws affecting firefighters. He initiated and saw to fruition, a 20 year contract whereby the City of North Chicago, agreed to pay to the Condo Association wherein he resided, reimbursement for previous overcharges, and initiated and saw to enactment laws affecting condominiums. Funeral Services and interment private. Memorial Service will be held at the Union Church in Lake Bluff, date pending. In lieu of flowers – Peter V.
