This is concerning the judicial nomination of Miguel Estrada (Editorial, Feb. 26). I’m not a constitutional lawyer, but why can’t the president (executive branch) sue the Senate (legislative branch) for creating a rule that violates the constitutional provision of simple majority approval of judges?
