I take a very pragmatic approach to the issue of a constitutional amendment outlawing flag desecration by burning. There will always be a number of malcontented individuals who will burn flags. I predict that on the effective date of such an amendment, there would be a rash of flag burnings as never before seen.
I believe our law enforcement authorities, including police, the courts and correctional personnel, have more serious criminal activity with which to deal–activity that threatens and harms our citizens. Perhaps the best way to minimize flag burning would be to ignore it.
