A deputy commissioner for the New York City police testified Tuesday that a Chicago officer who fatally shot an unarmed Northwestern University football player broke a host of regulations during the incident–and that those violations directly resulted in Robert Russ’ death.

James Fyfe, who also is a criminologist, told jurors that Officer Van Watts IV and other officers mishandled everything from the pursuit of Russ to how they conducted themselves when the chase ended.
