Regarding Ald. Virginia Rugai’s motion to give pit-bull owners 30 days notice to dispose of their animals, could we take a moment to consider the issue?
Does she realize that other breeds of dogs can be responsible for attacks as well?
I consider pit bulls the most loyal and possibly the most intelligent of dogs.
In our city handguns have been banned, yet people carry them and use them every day. Most citizens follow the law, yet the law does not stop those most likely to cause damage.
Those who wish to fight dogs or train attack dogs will not be stopped by legislation. Instead those who own loving animals shall be punished because of the potential danger of the situation.
The answer then lies in making individuals responsible for their actions.
This is the 21st Century.
Today many pedigreed animals are chipped.
They can be identified or located through a global positioning satellite.
A gentler answer may be to chip all potentially dangerous dogs (as puppies).
When individuals have to answer for their treatment of such animals, their behaviors change.
To identify chipped dogs, a tattoo could be used much like the system for identifying ferrets (on their ears).
False markings or registrations make the group providing the service responsible.
Missing registrations make owners responsible.
The majority of pit-bull owners would like nothing better than to know those who are abusing the breed receive the punishment they deserve.
