The owner of a McHenry County circus-training facility will give his 16 elephants to new homes by Aug. 15 and pay a $200,000 fine, according to a settlement with federal officials that took effect this week.

Under an agreement signed by a U.S. Department of Agriculture administrative law judge March 12, John Cuneo, owner of Hawthorn Corp., admitted 19 violations of the Animal Welfare Act.
