Joseph C. Pannell, the former Black Panther alleged to have shot a Chicago police officer in 1969 before fleeing to Canada, was ordered held at a bail hearing Wednesday in Toronto, authorities said.
Pannell, 55, will remain in custody while U.S. authorities file a formal extradition request to bring Pannell back to Chicago to face attempted-murder and aggravated-battery charges, said Renee Filiatrault, a spokeswoman with the Department of Justice in Canada.
After he was taken into custody on July 27, Pannell was arrested again two days later under a provisional warrant for not divulging the charges against him when he entered Canada, authorities said. U.S. officials have 60 days from Pannell’s provisional arrest to formally request his extradition.
