The completion date for Chicago’s first permanent piece by perceptual artist James Turrell — a concrete circle 43 feet in diameter for watching effects of light and sky — has been postponed a third time. Originally expected to be completed last fall on the University of Illinois at Chicago campus, the piece has been delayed by changes in materials and design. Now a relocation of its interior seating has pushed the scheduled completion date into early autumn.
