The title of “tallest building” is usually held for a few decades or sometimes only a few years until some newer upstart tops it.

So the best defense against usurpers is a “Pinocchio” building. The building would have an extendable spire. Someone builds a higher building, raise the spire so it’s a few feet higher than the rival (think of a sort of reverse well-drilling technology).

If the structure became too top-heavy, counterweights would have to be put on the foundation to balance things. The building would have to be completely overbuilt so it could handle even the most extensive additions.
