Blizzard: An intense winter storm with sustained winds 35 m.p.h. or higher and sufficient falling and/or blowing snow to reduce visibility below 1/4 mile for at least three hours. Severe blizzard: Temperatures at or below 10(degrees), winds exceeding 45 m.p.h. and zero visibility.
