Neil Charles Hawken, 29, of Austin, Texas, was charged with two counts of driving under the influence and having no insurance after he crashed his car into a raised concrete median in a parking lot in the 8000 block of Cass Avenue in Darien about 1 a.m. March 26, according to a police report.
