The “Circus” is coming back to town. Britney Spears is returning to North America for her popular tour, and she will stop by the Windy City on Sept. 9, billboard.com reports. “I’m so excited to bring The Circus back to North America. I’ve made some really cool changes to the show that I think my fans are really going to love,” Spears said in a statement.
