In May 2015, Deputy Mayor Steve Koch sent an email to Mayor Rahm Emanuel and then-City Hall lobbyist Mike Rendina noting he had a phone conversation with Neil Bluhm, the billionaire casino magnate who owns Rivers Casino in Des Plaines. Koch explained Bluhm called to ensure the city was against state legislation that would allow table games at horse tracks, which could have led to a loss of business for his casino. Bluhm was a registered lobbyist, but did not report his contact with Koch. A Bluhm spokesman confirmed the Chicago Board of Ethics has contacted him about the incident.
