Rockwell International Corp., which makes truck axles, said it expects North American factory shipments of medium- and heavy-duty trucks to decline 10 to 15 percent next year. Rockwell`s forecast exceeds that of International Harvester Co., the nation`s largest producer of medium- and heavy-duty trucks, which predicts a 7 percent decline in 1986.
