The scene: Water Tower Place. The time: rush hour.

There`s a bus war in progress. Blame it on two chartered buses (using the lane officially reserved for the CTA) and the ladies` group that slowly, ever- so-slowly, boards them. Where`s a traffic cop when you need one?

One jaded rider mutters, ”What are ya gonna do? If it`s not one thing it`s another. . . .” Ah, but another rider won`t play the broken record of indifference:

He phones the police department upon arriving home, asking for a traffic supervisor. Five long minutes later, one answers.

The caller patiently describes the Water Tower incident.

”What`s the address?”

”The address? To Water Tower?

The supervisor chuckles: ”Sorry, sir, the Loop isn`t my beat.”
