So Cook County State`s Atty. Richard M. Daley ”reacted angrily” to the Italians` refusal to extradite a suspected murderer to the United States, where he could face the death penalty.

I understand Mr. Daley`s reaction, but let me give you an example. If a country in which thieves are punished by the cutting off of their hands asked for–and obtained–the extradition of a thief caught in the U.S., wouldn`t that cause a public outcry? Because, as much as we all want to prosecute a crime, we believe that the cutting off of somebody`s hand goes beyond our concept of civilized law.

Thus, Daley should not be surprised that Italy, which does not have capital punishment, refuses his request for extradition.
