Domestic automakers sold 261,680 new cars in the May 11-20 period, a 2.3 percent decline from 268,025 a year earlier when sales were the strongest since 1978. Observers said discount incentive programs offering financing as low as 5.8 percent are working, but the strong year-earlier comparisons are responsible for the decline. Only Chrysler Corp. showed a sales gain in the mid-May period, though sales rose by only 110 units. The sharpest decline was posted by American Motors Corp., whose sales fell by 52 percent, to 1,435 units.
