Roy S. Roberts, a 12-year veteran of General Motors Corp., joined Navistar International Corp. as vice president and general manager of truck operations. Roberts will be responsible for the engineering, manufacturing and marketing of International medium- and heavy-duty trucks for Chicago-based Navistar. At GM, he was vice president in charge of personnel administration and the development staff.
