– Richard L. Otte, a Palos Park investor, said he has acquired a 5.116 percent stake in Katy Industries Inc.`s common shares outstanding as an investment. In a filing with the Securities and Exchange Commission, Otte said he holds 320,000 common shares of Elgin-based Katy.
