David Evans` article on Feb. 21 (”Nuclear arsenals may not shrink much”) confirmed something that peace activists have long suspected: George Bush`s administration is not at all interested in stopping the nuclear arms race. The START negotiations are not a serious effort to rid the planet of the fear of nuclear war, but an attempt to control, manage and perpetuate our Cold War military policies in a world that no longer wants them.

What do you call an arms control agreement that was trumpeted as a 50 percent cut in strategic nuclear weapons but is now revealed to be only a 10 percent cut? What do you call an arms control strategy that aims to keep the Stealth bomber alive, at a cost to taxpayers of over $500 million per plane?

What do you call rules for counting warheads on bombers that ”are intended to circumvent a major reduction in the number of nuclear weapons aimed at the Soviet Union”? I call it voodoo disarmament.
