Explanations of why George Bush vetoed the new Civil Rights Act mostly concerned how the White House had to analyze the veto`s effect on each relevant constituency.
The thinking apparently went that a veto could anger minorities but would reinforce Bush`s standing with white males anxious about quotas even though it might estrange moderate suburban Republicans and women who are interested in civil rights.
And so it goes: the George Bush legacy of leadership by public opinion poll. Does this man advance any agenda because he believes it`s the right thing to do? Does he really have an agenda for the nation?
