In our eagerness to find ways of assisting the former Soviet Union, we seem to overlook the Red Army. Nearly four million strong, this military machine is a big drag on their economy. There is no more Soviet Union. Why the huge Red Army?

There are many former Soviet units outside of the borders of the new commonwealth.

Should not they be withdrawn? The commonwealth could save money by releasing the young men and introducing them to productive work. If they do not do that, I do not see how any amount of outside help can save them. We have more pressing needs at home than to throw our scarce resources to the wind.
