With regard to Jon Van`s March 23 article ”Curtain rising on ex-Soviet science,” it`s no surprise American business is not tapping into ex-Soviet technology. American companies are not taking full advantage of our Federal Technology Transfer Act of 1986 to tap into taxpayer-funded federal programs. The act permits government-operated federal laboratories to enter into cooperative research and development agreements with, e.g., industrial organizations. If American companies do not exploit taxpayer-funded American technology, they cannot be expected to recognize ex-Soviet technology with its formidable language, cultural, political, economic, legal and bureaucratic barriers.
