Condoms could be sold in pubs, clubs and shops across predominantly Roman Catholic Ireland under proposed legislation aimed at stemming the spread of AIDS. Anyone 18 and older would be able to buy sheaths under the proposed law. At present, condoms can be sold only by pharmacies and family-planning clinics. The government originally planned to lower the age for purchase to 16, but protests came from the Catholic Church and from within the ruling Fianna Fail Party.
