Mary Ann Leeper, vice president of Phoenix Health Care Inc., an investment development firm, is the recipient of the 1992 Entrepreneurial Woman of the Year award from the Women`s Business Development Center in Chicago, a not-for-profit group that aids prospective and established women-owned businesses. Leeper supervised development of the female condom. The award, a marble paperweight, will be presented at the Entrepreneurial Women`s Conference Sept. 17.
