Metra Chairman Jeffrey Ladd slammed the Regional Transportation Authority Friday, questioning whether it is ”attempting to create a financial crisis.” But Ladd said his agency probably will not be forced to impose a fare increase in 1993.

RTA officials are battling the RTA`s three operating subsidiaries-Metra, the Chicago Transit Authority and Pace-over funding levels for the coming year.

”The RTA has an attitude problem,” Ladd said. ”They won`t cut their budget. They won`t use rainy-day funds even in a downpour.”
