Javier Morales Lopes, 19, of 413 Jackson St., Joliet, was charged with having no valid driver’s license and operating an uninsured vehicle after being stopped Wednesday in the 7400 block of West College Drive. He was released on a $1,000 bond and is scheduled to appear in court April 27.
