The Bosnian government promised the top U.S. envoy Monday that it would not arrest any more people on suspicion of war crimes without authorization from a UN tribunal. Bosnian Serbs broke off contact with the NATO peace force and Muslim and Croat officials last week in retaliation for the Muslim-led government’s arrest of two Serb military officers it accuses of war crimes.
