Last week, President Clinton called for states to come up with achievement tests students would have to pass before moving up.
Clinton wants students to pass a test in elementary school to get into middle school, in middle school to get into high school and in high school to graduate. Students who fail the test could get special tutoring or summer school. As a last resort, the students would repeat a grade.
The president’s idea will cause a clamor. For one thing, it would cost money for the tutoring, testing equipment, etc. Also, some people want decisions on education left to the states.
