World trade key to Russia: U.S. Deputy Treasury Secretary Lawrence Summers said Russia’s membership in the World Trade Organization, which the U.S. would like to see by 1998, will solidify economic reforms and will mark an important advance into the international community. “Trade liberalization is fundamental to achieving sustained growth in Russia,” Summers said in a speech to the U.S.-Russia Business Council.
